CSS background-color small fonts Chrome

For browser small fonts in Chrome a pink line appears between the blue and the footer. How can I keep it blue ?
Things aro okay in IE, FX and Opera as I don't mind if the image size changes.with font size. Strict or
transitional makes no difference. My code is at

trying to use CSS instead of tables for layout, and I want to avoid fixed font sizes.
