CS1000M 5.5 Can't access to the terminal

I have CS1000 M, with redundancy scenario, (two cores).

when it was working on the first core, I couldn't access the PBX through the direct connection (via serial), I tried to switch cores, but It didn't work, so I restarted the whole PBX, the the core switched, and I can access the PBX, the I restarted again, but the core didn't switch and stay the same.

Is there a solution, and how can I know if I can still access to the first core, and what steps I can do in order to do more diagnosting for the problem and fix it.

Assume you're using the J25 connection which only works on the active core.

Paddleboard serial ports should work when either CPU is active. Look for DB9 connections on the right rear wiring panel of the core/net shelves, they connect to the paddleboard card(s) on the backplane.
