CS1000E not recognizing new TMDI card

Hey everyone, pretty inexperienced with the CS1000E. We are looking to upgrade our E911 system, and its calling for a new TMDI card.
I have it installed, but for some reason cannot enable it from LD 96 or LD 48. I can see my original TMDI is installed and enabled, but it will not recognize the second one I just installed. There are no open slots in the switch, so I had to move lines from an analog card and remove it, and put the TMDI in its place. It is not in the same rack as the other TMDI, and it is installed above the MDG card. Currently the OOS is red, the ACT is green and the CC is red. Any tips or information is greatly appreciated.
 
Will this effect the currently installed TMDI card? Or is there some way to specify that card slot I want to enable as TMDI?

First of all what slot is it in? And no it will not affect the other one. And what is an MDG card?
 
Ok the one I'm trying to add is in slot 20 0 1, and the first is in 0 1 2. I misspoke I meant to say MGC card.
 
So in the CEQU ath the DLOP prompt do this

Figured it out, turns out the slot still had analog lines still attached, I removed them and was able to continue programming/adding the TMDI card. Thanks everyone!
 
You will also need to configure and have a clock controller on board for each media gateway that has a TMDI card
