CS1000E Login Issues with admin1

I have has this happen on three recent CS1000e 5.50j installs. The admin1 password disappears, in other words nothing works. After an upgrade the password change doesnt take, you can't delete it. I have fixed it with an ini. I havent tried PDT and didnt find a PEP. Any ideas?
