Sounds like adjusting the NCOS levels on the phones that you want to restrict and/or open up. You would need to look at the BARS and see how that is set up to actually do this. Look at the RLI for local calls and see what the FRL is, change the NCOS level on the set to match with the FRL level is on the RLI to restrict to local calls only.
Check the RLI for international calls and match the NCOS level on the set to the FRL level on the RLI. That's IF someone set up your BARS with multiple levels of restrictions.
