CS1000 using 2 SIP licenses when performing transfer in 3rd party IVR

Hello,
Customer is purely TDM except the new IVR connected via SIP route.

The 3rd party IVR is attempting to perform a blind transfer to a CS1k acquired CDN. Call is actually delivered correctly, but is using 2 licenses and the messaging appears to be a consultative transfer versus blind. Both licenses are used until the call is terminated Is this normal behavior? The IVR ports are not registered btw. Thank you for your assistance.
 
You will continue to use 2 SIP trunks as the call will be going to the IVR on one and coming back on the other, you should also see 2 IVR ports busy. As the SIP trunks on CS1k are SL1 encased in SIP you would need to be talking to another CS1k that could look at the SL1 messaging and TAT messages are passed to get the route to optimize (TRO in the route data block).
