CS1000 toll free traffic trying to send to cisco SME or CUCM via session manager

I have a CS1000 7.65 that I am trying to send toll free traffic from to a Cisco SME or CUCM via session manager, because we are disconnecting our local PRIs. I have tried every scenario that I can think of for days now, and I get a fast busy. I send other traffic between the systems okay, so I think I am just not getting the right set up in session manager. I can see calls hit the sip route, but the cisco side does not see the attempts. We think maybe the cisco needs to see the 9 1 8xx xxx xxxx string. If anyone could assist that would be greatly appreciated !!!
 
have you looked at it in traceSM in the session manager, usually pretty clear where the problem is if you enable call processing etc. Have you got the correct adaptation modules on the CS1K and Cisco so you can add/remove the URI Map for the CS1K if required?
