CS1000 need to forward night DN to cell phone not working

Good day to all, I have an older CS1000 that I'm having trouble with.
the request is to have the night DN forward to a cell phone.
we don't have any time of day schedules.
during the day when the attendants are manning the consoles they work as they should, client presses 0 call gets routed to console. when console is in night mode the nit1 DN(8080) is a phantom DN that forwards to cell phone(602-XXX-XXXXX) if you dial the DN it works normal.
when you dial 0 the calls go to a never ending ring no answer.
I cant seem to figure out how to solve it.
if I change the NIT DN to any other phone, console on night it routes to that DN without an issue.

any ideas would be appreciated.
I have set it up as an ACD, ran it thru voicemail with the same result, it never goes to the cell phone.

Have you created a ACD Queue with the NCFW being the full external number and ACOD?
Then add the ACD as the NIT1 prompt.
Using an ACD queue removes any call barring restrictions.

To allow call transfers outside the company:

LD 15 REQ: CHG
TYPE: NET_DATA
DITI = YES
EXTT = YES
FTOP = FTLY

LD 15 REQ: RDR_DATA
CFTA = NO

LD 49 FCR

INIT = ALOW

LD 20 For each phone TN that needs to be able to transfer calls to a remote number:
CLS = CTD, FTTU, CFXA
Key xx CFW 4

LD 20 For all other phone TN's at that don’t need to transfer to a remote number:
CLS = CTD, FTTC, CFXD
Key xx CFW 4

LD 23 ACD = 5001
MWC = Yes
MAXP = 1
NCFW = ACOD1234567890

LD 95 Add name for ACD
CFW to Cell,- J.Smith
