when a user forwards their phone to a cell number without the area code, the call will forward as long as the call comes in from the local area. If the call comes in from a long distance number, a message will say "We're sorry, you must dial a one with area code when calling this number" but if the user enters the number with the one and area code, the message will say "We're sorry, it is not necessary to dial a one when calling this number". Is there any way to fix this?
 
That is very strange. If this is a PRI that the call is coming in on then it almost sounds like a call type issue. Is the call coming in and out on the same trunks?
 
Try entering FTTU in the CLS of the phone - Flexible Trunk to Trunk Unconditional.

We used to have one dedicated ld trunk but now we have two local/ld trunks but never reprogrammed the ld trunk to be both. could that be the problem?
