Are you sure it's the server? Reports do part of their processing on the host machine. If you use Crystal with SQL, you should find 'Show SQL Query' under Database. Selection criteria not shown there are done by the host machine, which is slower.
You can check quickly check individual reports, by looking at 'Performance Information' option under Report.
