I always want the report header to print out on the first page, even if no data is returned. Page header contains the normal: parameters, dates & report title, nothing fancy.

Right now it is returning a blank page, if there is no data returned after running the report.

Everything I read, the default is to print this section and I find lots on how to suppress. I have the opposite problem, somehow I have lost this default and need to get it back. I have looked at all Section Expert settings and nothing is check that relates to 'suppress blank section.'

Any ideas? Thanks

Go into file->report options and make sure "suppress blank report" is not checked.

File->report options (reporting tab) "suppress blank report" is not checked.

Any other ideas?

Sorry, it is actually "suppress printing if no records." If you uncheck this in options, this will be the default for all reports, but can be overridden in "report options". Sounds like you changed it in options, but not in report options. Check there, as this will determine the results for the specific report.
