Key difference is if you are using a development language like Visual Basic. If you are developing these sorts of applications then you need developer edition to get install the objects and components inside your application.
If you are just designing reports for your own use, or to be distributed via Enterprise or a 3rd party viewer, then Professional edition will be fine.
Note for developers is if you the version of Visual Studio and the Dot net framework only fits in with speoific versions of Crystal Reports. See
