crystal reports xi error when run in visual basic 6

I have a vb 6 app (not .net) that I'm upgrading the old reports (CR9.0) to CRXI.
The reports work fine when run directly from Crystal Reports but when I run them from the vb app, I get crdb_oracle.dll unable to load.

After researching, I found the oci.dll file on my pc in two locations but the path statement has the latest version first.

Are there any new references that I need to add to the program or is there something else I need to check?
