Crystal Reports: Locking Page Footer in place

I working on a document that the page footer is moving. I want to put a line and page numbers at the bottom of every page however when I do this it is not saying in the same place. I have figured out that it is when I have two columns on the page. Anyone got any ideas.
 
Page footers don't move up and down the page, so I'm wondering whether you might be referring to a group footer? I just created a multi-column report, and could not recreate your issue. If you are actually using the group footer, move your line and page number to the page footer.

This is the first you've mentioned a pdf export. This appears to be an exporting issue. I'm guessing that the line and page number DO appear in Crystal, correct? If it is just when you export, you might try adjusting the margins to see if that has an impact.
