crystal reports group footer

My crystal report (XI) group footer (GF1) will only display/print if it contains a single subordinate record (GF2). When GF1 contains more than one (GF2) subordinate item, my text,and summation items in GF1 will not display/print. But GH1 headers always appear.Is this an incorrect option setting perhaps or something more fundamental.Perhaps it is an incorrect section expert setting?
 
I developed a small database in MS ACCESS and create your issue, listed above.
I also created a CRYSTAL REPORT XI, In which show proper breaking for the field1(group1), field3(group2)

Database contained 3 fields
field1 field3 field2
10 5 20
10 5 20
10 6 30
20 5 20
20 5 20

Report should show
-------------------
group1 10
group2 5
detail record 20
detail record 20
group2 5
group2 6
detail record 30
group2 6
group1 20
group2 5
detail record 20
detail record 20
group2 5
