Crystal Reports 8.5 - ODBC Error #126 with PeopleSoft 8.16

We are running Crystal Reports 8.5 and trying to create a new report using the "ODBC PeopleSoft PeopleTools" (PeopleSoft is version 8.16)

When we access the DATA EXPLORER and try to open the ODBC connection to "PeopleSoft PeopleTools" - we get the following error message.

Crystal Reports : Database Error
ODBC Error : Specified driver could not be loaded due to system error 126 (PeopleSoft).

Anyone seen this before...?
