crystal reports 11 issues

I am using crystal 11 with W2K sp4 and VB6 to create reports. when it tries to create a report, I get this error message "UFL 'u2lcom.dll' that implements this function is missing". we have tried everything. unregistering the dll, getting a new dll, re-registering the dll, putting the dll in all kinds of other folders, system folders, crystal dll folders, etc. nothing works.
when we try run regsvr to try to un-register the dll it tells us that the dll may be corrupted or is being used. we can't find process using it. we did find out that this dll is used by crystal for its date/time functions. I can run other crystal reports without errors. I am totally stuck.

Have you tried adding the dll in question as a reference in your VB project?
