crystal report publishing-which version

dear members,
i am in the process of developig application using Java/j2ee/oracle as database. This is an browser based application. I need to publish the reports on the web via a server. I am not sure which version of crystal reports to purchase. Also the client does not have much budget for this. Could you please advise whether going for a lower version of enterprise edition will solve the purpose.

Help will be much appreciated.
