Crystal Report Engine Distribution Problem (Craxdrt.dll)

I have a problem with distributing the Crystal Report engine "Craxdrt.dll". I can't get any version of the Windows to register the files.
Even i try have included the craxdrt.dep as the dependencies file during my packaging, But the installation still can't register the file and my report cannot be preview.
Is there anybody can help me.
