Crystal Report Bar Chart Always want Top 10

Please don't start multiple posts on the same topic.
You can highlight the "on change of" field in the chart->topN and choose topN = 10, so that when there are 10 or more values, only the top 10 will be shown. But if there are less than 10, there will only be the number of bars as found in the data--you can't force the number if the data isn't there.
