Crystal Hyperlink dropping the path to MS Photo Editor

In an 8.0 Crystal report using the report viewer, in the web object, we are displaying a graphic image with a path and file name on a hyperlink. This used to work fine on Win 95, but now on XP pro the MS Photo Viewer comes up OK but without the image. It seems to have lost the path and file name in the process.
Is there a property setting in IE or a particular format needed in Crystal when using XP??
