Crystal Enterprise 403.9 Access Forbidden

I am using Crystal Enterprise (version 8) to publish my Crystal Reports (version 8.5) so they can be accessed via the web. I click on Crystal Management Console, which brings up the logon screen. However, once I have logged on I am always presented with the following error:

403.9 Access Forbidden: Too many users are connected
This error can be caused if the Web server is busy and cannot process your request due to heavy traffic. Please try to connect again later.
Please contact the Web server's administrator if the problem persists.
----------

Any ideas on how to get around this as I know that no one else is using the product so it should not be a license issue.

The licenses count both for the CMC and the reports being accessed via the web. Are you using the free (5 license) or full version? If you haven't been using it, try the administrator logon. If all else fails, I would bring down all the services and bring them back up and try again. If you are completely sure that there isn't anyone else using the reports and you still get the error, I would check your licensing using the Crystal Configuration Manager on the server itself.
