Crystal Enterprise 10 Express limitations?

I receive an message stating that the operation is not permitted when I uncheck the "New folder will Inherit right from the parent folder" and then save while in Crystal Enterprise 10 Express edition. Can anyone tell me exactly what the restrictions are on Crystal Enterprise? I'm confused why this is an illegal operation.
