Crystal Data Dictionary vs Oracle Relational Database

My company bought a software for call center services which has a backend oracle flat file (not relational database)., and planning to create data dictionary in crystal to create reports.

Is it advisable to create data dictionary in crystal or convert the backend oracle flat file to oracle relational Database.,since
1.large database
2.how can oracle report developers access data from crystal data dictionary.

Please help.

Just create Oracle tables and populate those.
