Crysdtc.dll unable to be registered on a Win 95 machine

After installing a software program, I kept getting this error. The reports are viewable and printable, but I am unable to register this dll. The machine involved is a Windows 95 machine. I don't get the error on a Win NT machine.
Any help would be greatly appreciated. I was unable to locate a specific answer on the Seagate site.
