Cryptology error when trying to point FM to the remote server.

I am in the process of moving from one server to another.
When trying to configure Cognos Configuration on my computer to point to the server i get an error when saving cytological information.
the error is :

Cryptography]
1. [ ERROR ] CAM-CRP-1193 An error occurred while attempting to contact the active Content Manager to update the local CA information. Check you configuration to ensure that the configured URIs are valid and that there are services running at those locations. Reason: java.lang.NullPointerException


what can it be:
i changed the gateway uri and dispatcher uri to point to the new server, and not sure what is wrong.
I also exported the configuration from the new server and placed it under cognos/c8/configuration cogstartup.xml, however when opened Cognos Configuration, still had the old setting.
Maybe i am substituting the wrong file?
Can you kindly advise?
