Cryptography: Encryption modes and methods

I want to know whether encryption modes depend upon file types.
For example, to encrypt an EXE file CFB or CBC mode, for TXT file
some other, etc..

Secondly, which which encryption mode is more secure? Stream ciphers
are more secure or block ciphers?

No, the file type does not dictate what encryption should be used.

Block ciphers are considered more secure than stream ciphers, albeit slower.
