Cryllic Character Sets

Folks, I'm at my wits end here.

All I need is to give functionality to view Russian Characters using Notes.

Notes Clients are 4.6.7.
Running on NTWS4.0 SP6a

Incoming messages with russian text are not viewable. Text appears as either question marks or squares.

What I have tried client side:
Set regional setting for russian and ensured all nessecary files to allow russian input is accepted.

Hkey Local..\software\MS..\Winnt\current..\Font substitute has had a new string added called "Times New Roman CYR,204" with a value of "Times New Roman CYR,204".

I've added a line to Notes.ini as follows:
Unicode_Display=1

In Notes Tools>>User references>>Internation>>Import/Export Character set I have selected codepage 1251.

i have renamed the following files:
L_cpl866.cls to L_cpldos.cls
Lcp1251.cls to L_cpwin.cls
collcyr.cls to collstd.cls

I still cannot view russian fonts.
I can open Word and type in russian but generate only blank spaces when typing a new memo. I cannot view the russian text in an incoming mail , I'm still gettting the question marks. I do receive an attachment which will allow me to view the russian text through a browser. Am I looking a server issue?

Server is Domino 4.6.7.

Server Side I have chaged the Server's Name&Address Book,under the MTA's tab. In R4.x SMTP MTA tab under the R4.x Internet Message Transfer Agent (SMTP MTA) section is COnversion options then in the "Language parameters:" field I have the following entries
LT/Charset=iso-8859-1
LT/Charset=iso-8859-2
LT/Charset=iso-8859-1
