CRW 4.5 Cannot find PDBJET.DLL

I'm working with a client with Crystal 4.5. When I try to open any of their reports to modify, I get a "Crystal Reports: Database Error" dialog box with the message "The library PDBJET.DLL cannot found. Continue to open report for viewing only?" The PDBJET.DLL is in the C:\WINDOWS\SYSTEM folder. Can anyone tell me what this means, and how to correct the problem? The report is trying to read an Access database.

(Unfortunately, using a new version of Crystal is not an option - the vendor of the software using these reports says 4.5 is the latest that their software will support.)

That's the Native Access Jet driver, and I believe that it's supposed to reside in the Windows\System, so perhaps there's an .ini or registry (I think that it was all .ini then) that is missing/incorrect.
