CRPE Incorrect logon parameters

In Delphi 7, I use the Crystal Reports VCL 10 (crpe10) component for exporting the report to Excel. This application is compiled as a DLL and is being called by a web application. It works fine in server Windows 2003 with Crystal Reports 9 installed. It also works fine in Windows 2000 Server with both CR 9 and CR 8.5 installed. However, in one server, Windows 2000 Server, I get this error

"Error:536 Error in File <rpt file> : Unable to connect: incorrect log on parameters. Execute "

Installed to this server is only Crystal 9.

Any idea what happens to this server? What DLL should I consider when using the CRPE component ver. 10?
