I found the answer to my question, not sure if it will be useful to anyone else.
I'm assuming the problem was occuring because this particular report is packed with columns. The problem was occuring because I had set the padding to 0 on the left and right. Once I set the padding back to the default values, the issue was resolved.
As a follow-up question, what is the default padding value that Cognos uses?
