Cross Tab Groups and keeping them together

I have inserted a cross tabs into my report and it is functioning fine. My problem is I have two groups in the rows section and I would like there to be a break between each change in group. In other words start a new page when the group changes.
I have tried the group expert function and checking the keep group together box but no luck.
Any ideas on how to solve?

Just put the crosstab in the Group 1 footer.
