Cross platform compatible floating div

I really don't get this, and I'm trying to learn VERY fast.

My page can be found here.

If you view it with IE, the floating menu flickers, but works as it should.
Opera however, starts with the menu shunted to the right, but the margin on the left of the page. WHY?
Netscape however, the div tag that the menu sits within runs across the whole page from the correct start, all the way off to the right.

Is there any way to simply place a div tag within another div tag, and keep the inner tag visible ALL the time at the top? All the style commands for the menu and surrounding tags can be seen in the code for the page.

Is this really so differcult with CSS div's?

Right, I've changed the layout of the central sewcrtion COMPLETELY, and now it works perfectly in IE and Opera. Hoorah.

However, the look of the page is also perfect in Firefox and Netscape, but if the content overflows, then the scrollbars appear, but you can't click on them!

I've searched google and here, but can't find anything similar listed. Maybe I'm just looknig in the wrong place.

Any ideas?

Thanks, I've rewritten the page, and moved it from the test site. I found the issue was it absolutely positioned, instead of being relative to its container. Many thanks for looking.
