Crop by ratio?

In Photoshop 6+ you can enter height and width measurements for the crop tool in inches ('in') and pixels ('px').

Is there any way to enter a confined crop measurement in percentages?

I would like to crop an image to a width of 133% and a height of 100% (like NTSC television HxW ratio - but not for TV so there's no need to reply with TV pixel dimensions).
 
I don't know about entering % values for the crop tool, but if you are after a fixed aspect ratio crop, start by using the rect marquee set to fixed ratio (4:3). When you have selected the appropriate area go to Image>Crop.
