Cron jobs executing hour earlier than scheduled

I have been attempting to track why cron jobs for a user in my HP UX environment are executing a hour earlier than they have been schedule.

This issue just began a couple of days ago and it makes no sense because there have been no changes to the system that I am aware and none of the global environment variables having to do with time appear to be changed.

Any an insight you my have are greatly appreciated.
 
Possibly due to obsolete rules relating to the start and end times of daylight savings? Might be worth checking whether your TZ-related patches are up-to-date.

What timezone is the system configured for?

The TZ is Central time. I checked the patch and the timezone configuration as well as bounced the cron service.

The timezone appears to be configured properly and the hardware that is configured the same way does not have any issues with the time settings.

Thanks for your feedback. This one is just beyond bizarre.
 
Has the user set a local TZ variable that may be interfering with things?

If you set up a cron job to run the date command and log it to a file, does it show CST or CDT as the effective timezone? Is the time it records the correct time or one hour earlier?

/usr/lib/tztab should look like this I believe (as of PHCO_34669 on HP-UX 11.23):
