CRN processes are not terminating

Here's the deal. We have 2 processors on our box, so max processes is 2*2 = 4. I keep getting my developers telling me they get an error about no processes available. I look on Server Admin, and see 4/4. I then use Unix utils to look at what is going on...no CPU usage, no Memory usage, no I/O...but I do see 4 processes. These process are not doing anything...they are just not dying and consequently, not allowing new processes into the queue. I do have a Cognos case open, but have no answer. (they're taking a lot longer these days). Anyone see anything similar? Have resolution? fyi...we are AIX, WebSphere & UDb Content Store.

Cognos advised this is a bug specific to 1.1MR2 & AIX. The bug # is 459909. The issue is with development; no resolve yet.
