CRN Database Connection Limits

Help!!!!
HAving serious issues hitting maximum Database Connection limits within ReportNet. Limit is currently set to 40.
I need to understand the following:
1. When is a CRN database connection initialised
2. When is a CRN database connection released.
3. CRN connection default is set to 20, what should this be realistically set to for a maximum of 25 concurrent users using a combination of Query & Report Studio, & Powerplay

4. What knock-on effects are there to raising connection values significantly.
