CRM workflow rules, HELP!

hello, I'm setting up a microsoft dynamics CRM SBE system and I'm having an issue with workflow rules.
I've added 3 rules in the Workflow Manager for the Appoitment entity. 2 are using a "Manual rule" and 1 is using a "create" rule.
I've activated all 3 of them and went to test them, none of them worked, so I opened the workflow Monitor, and it shows 0 rules for the appoitment entity, yet in the workflow Manager, all 3 are there and shown as active. I tried ot remove all 3 rules and re-create them, but they still wont' work. any idea why this is happening? what can I do to get these rules to work?
