Criteria Based IP Redirection

I need to create a page that redirects according to IP address following certain criteria.

Internet users use : 193.5.???.???
Intranet Users use : 196.202.???.??? for instance.

Script required to calculate first characters of IP and then redirect to different pages. Not a full IP redirect !!

Client does not support ASP !! Has to be done with Javascript or Unix SSI's

what does referrer give you? Can you use that in some way?
