Crisis Alert - 2 Locations to 1 Phone not at locations

Is it possible to setup a phone with crisis alert for 2 sites only (alert by location) if the phone is not at the location?

I don't want the phone to get alerts for all 911 calls for the CM, only for the 2 sites.

I know that I probably could setup 2 phones at the one site and in the IP Network Mapping set the phone locations, but I would prefer to have one phone and alerts for the 2 sites.
