Crippled slider in right-side scroll bar

When we migrated our maintenance database from Access to SQL Server the right scroll bar slider failed.&nbsp;&nbsp;If I attempt to drag the slider, to view different records, the slider just pops back to the center when I release the mouse button.<br><br>Our vendor insists this is a Microsoft SQL issue.&nbsp;&nbsp;Does any one else have this problem?
