Creating VPN

Hello.

I am new to setting up a VPN connection. I have 3 remote offices and I would like to connect (not all at the same time) to each office.

I have Windows XP Pro on all machines, including the ones remotely.

Do I need a VPN router?

Well, my question is... can anyone recommend a full list of what I need? I think I know what I need. But can anyone help?
 
What is the reason you want to connect them and yes using a VPN router is your best solution, but you will need a static IP from your ISP.
