Creating users

I have seen different ways to create users in windows server 2003. One is to just create them under the user folder in active directory. Another is to create organizational units for each departments and under those units, create the users for each pertaining department. Then the users folder is full of groups. Which is the best practice? Thanks
 
It depends on how you want to manage your domain. If you have a small domain, just placing them under the users container is probably fine.

Creating OUs are nice because of the added benefits. Not only do they aid in organizing users better, but they allow specific group policies to be applied or even delegated administration.
