Creating User with rights to create database

Another newbie question !!
After installing Oracle 9.2.0.1.0 Ent edition, I created a test user and assigned him app rights. I tried to use this user to authenticate to the database to create the tables for an application, which fails. I can use the SYSTEM user and it works fine. Being a Oracle Newbie I am not sure what rights am I missing to assign the test user to be able to create tables in the database.
Please advice.

please do not mix up the concepts of database and table!
from your text I gather that you want to create a table, not a database.

But sorry, I don't understand, what failed:
1)to authenticate to the database
or
2)to create the tables
??
