Creating System Tray Program

Hi, not sure where to post this question, but I'll try here. My team makes applications using MS Access for our department to use. I would like to make a little app to reside in the system tray that searches folder(s) where we keep all our .mdes and populate a list of installed apps. I would like to have one icon in the tray that the user hovers or clicks on and the list shows from there. I can do the part of searching folders and getting all the installed apps but not sure what to do for the actual system tray program. What language would be best to create it in? Can the system tray app build a list by closing the icon and reopening, or does the user have to restart after installing a new app? The end users are in a "lock-down" environment so if there's a way of doing it without any registry edits that would be good, but I if that's not possible I can work with the IS dept. for a proper installation packet.
