Creating Shortcuts over Network

Can anyone tell me how, or link to a site where they explain how, to create a shortcut to an internet web site to post on all network users desktops? Can you do this via login script or GPO? If so, what would the syntax be or what area is that GPO found? I've tinkered with both but to no avail. Posting the site in the Favorites list via GPO isnt good enough, they want an icon on the desktop. Just wondering if anyone had any better ideas? Thank ya!
 
Place the shortcut on a shared drive, then create a batch script that will add this shortcut to the All Users->Desktop. Put the script into logon.bat and there you have it.
