I am trying to figure out how I can stop my rules from being client only rules. It has just started this and I am not sure how to allow the rules as regular. Please forgive me if I have posted to the worng forum. If this is the correct forum, please assist me with this issue.

Client only rules process based on your moving files to a local storage file (PST) which (almost) everyone will tell you is evil. Maybe so, but it is still being done...
Most server-side rules move items to folder within the mailbox itself. This is (I believe) the way it is supposed to be. Client-side can only process when the client is open. The rules run and files are moved at that time.
Switch the rules to server-side folders. This will give you the desired results.
