Creating of File Mapping Failed

The connection is fine, we have a valid IP address, and can ping websites successfully, and can download email via Outlook Express no problem. However when we load up Internet Explorer, we get a box come up saying "Creating of file mapping failed". We click 'Ok', the message keeps popping up, until finally it stops, leaving us with "The page cannot be displayed", and in the address bar we have something like "c:\windows\temp\less16math.htm#". Windows 98 has been reinstalled already, and we've run through the System File Checker. Any ideas what's going on?
