Creating new accounts on MS OUTLOOK

When we first purchase OFFICE 2000 3 years ago to create a profile or an account you would go to TOOLS, Services and then choose from a list of services. Then the media got damaged and we ordered another from Microsoft, the new media came with SP3. The problem now is that all the computers where I've intalled MS Outlook from the new media does not have the TOOLS, Services options it only has the TOOLS, Accounts obtion and it does not let me install other services Like Exchange, Microsoft Mail, Lotus Notes Mail etc.
Why is this happening?

If you have an exchange server, you install Outlook as Corporate Workgroup. If you don't, you use Internet Mail Only.

You installed as CW before, and now you've installed as IMO.

And go to Tools-Options, Email format (I think--I have 2003 now), and you can "Reconfigure" to turn it back to CW.
