Creating more Partitions or Volumes

I have a New Dell PowerEdge Server running Windows Server 2003 Small Business ed and Dell's PERC Raid 5 Configuration. I would like to add, I apologize for my ignorance, but would I want to add a volume or a partition either way I would like to break my storage down to different drives that users can log onto.

My question would be what is the easiest way to accomplish that.
 
Just create shares on the server and users can map a drive letter on their desktop to that share. No need to partition up multiple areas on the server itself (in fact don't do that unless there's some specific need to).
